Though by nature a universalizing phenomenon, globalization is proceeding unevenly, producing sharply separated winners and losers. The Program focuses on improving understanding and identifying productive channels of response at all levels to increase the possibility that globalization will ultimately unify more than divide.
democracy, rule of law
Democracy This project analyzes the state of attempted democratic transitions around the world, including in the Middle East, former Soviet Union, Latin America, Central and Eastern Europe, and Africa. It also assesses efforts by the United States and other international actors to promote democracy and the rule of law abroad, with particular focus on the democracy promotion agenda of the Bush administration.

Carnegie Endowment researchers are engaged in extensive research and writing on the state of political change in the Middle East and the effects of U.S. and European efforts to promote democracy there. Iraq, Egypt, Saudi Arabia, Palestine, and Lebanon are all major areas of focus. Carnegie's Arab Reform Bulletin, a monthly e-newsletter, offers incisive analysis of important reform developments in the region as well as news synopses and annotated resource guides.

nonproliferation
Non-ProliferationThe Nonproliferation project and provides authoritative information and analysis on the proliferation of weapons of mass destruction. The project hosts the Carnegie International Nonproliferation Conference, which brings together hundreds of policy makers, experts, and officials from around the world. An ongoing program of research, analysis, and commentary the project produces the award-winning, ProliferationNews.org website.
south asia
South AsiaThe Carnegie Endowment offers in-depth expertise on a range of issues relating to South Asia, including nonproliferation, international security, democracy development, and trade. Husain Haqqani writes prolifically on South Asia politics and policy, Islamic extremism, and the challenges of terrorism. Ashley Tellis is a leading expert on Indian and Pakistani weapons programs and regional security issues. George Perkovich, author of the award-winning book, India's Nuclear Bomb, works on regional security as well as an initiative on U.S.-Indian trade relations. Anatol Lieven has spent extensive time in the region as a journalist and is currently focused on Afghanistan.

Trade Equity and Development Efforts to reconcile the tensions among trade, environmental protection, and labor concernshave produced substantial advances in knowledge, but few policy implementation gains. The debate has gown polarized, particularly in the context of public demonstrations at global trade and finance meetings. In response, the Project on Trade, Equity, and Development fosters issue-specific, policy-oriented discussion among all voices who have a stake in the role trade policy plays in modern life.
u.s. role in the world
U.S. Role in the WorldThere is much talk about the need for American leadership but little agreement on what leadership means in the current era and less agreement on what American leadership should aim to accomplish. The project examines America's role as the world's lone superpower and how American leadership can preserve and extend an international order congruent with American principles and ideas.
