The 2004 Conference was organized around discussion of the new Carnegie Endowment report, Universal Compliance; A Strategy for Nuclear Security, offering a radical rethinking of the international nuclear non-proliferation regime in all its elements. The report was issued as a draft expressly to elicit detailed critiques, including from the 750 conference participants representing 23 countries.
