Climate Change, Vulnerability, and Governance in the Middle East and North Africa

The Middle East and North Africa (MENA) region is slated to be disproportionately affected by climate change. Climate change poses multi-faceted levels of risk for MENA governments, including environmental and biological, socioeconomic, and political risks. This project will provide a regional lens to examine the programs and approaches that several MENA governments are undertaking to address climate change and examine civil society activism and the role nongovernmental organizations play in engaging governments on climate change related issues. This work is primarily funded by the Swedish International Development Cooperation Agency. For inquiries about this project, contact middleeast@ceip.org.

Mapping Climate Governance in the MENA Region: A Database for Policy and Research

The Middle East and North Africa Climate Governance Database evaluates how countries in the region design and implement climate-related policies. It assesses national institutional, legal, and regulatory frameworks to understand the effectiveness of climate governance. By focusing on both climate policy and broader governance practices, the database highlights each country’s capacity to support vulnerable communities and respond to climate risks. This tool aims to inform better adaptation strategies and policymaking across the region.

Convenings

The Carnegie Middle East Program workshops bring together diverse voices across the MENA region to advance discussions about inclusive and sustainable responses to climate change and resource challenges. Through dialogue and capacity building, we promote policy discussions about equitable energy transitions, empowerment of marginalized groups, and reform of governance frameworks to integrate renewable energy, resource efficiency, and cross-sector collaboration. This workshop was convened with ESCWA and AMCDD.
